ARRL's Dan Henderson explains that some Governmental Agencies (like SHARES) are operating legally on ham radio frequencies in Haiti.

And from Gill Kaufman on MTV and VH1 "According to CNN......Some of the island's natives are turning to primitive amateur radio (often called ham radio)...." (But I can't find any reference to that statement on CNN's web site!)
